Welcome to Upsilon Strategic, where expertise meets compassion in considering the most vulnerable during emergencies. We are a team of experienced professionals specializing in program evaluation, emergency management, and aiding vulnerable populations. We offer dedicated services to public and private corporations, government, non-profits, and municipalities, with a special focus on measuring and evaluating emergency preparedness programs and connecting with key stakeholders to create safer, more inclusive environments for vulnerable populations.
Upsilon Strategic’s Principal Consultant
Agnes Dallison, BSc, MSc, MA(DEM), CE
Agnes is a program evaluator and health researcher who has been actively contributing to the field since 1999. She holds a BSc and MSc in social science and an MA in disaster and emergency management. Agnes has been a Credentialed Evaluator through the Canadian Evaluation Society since 2013.
Agnes works and teaches at the University of Calgary and is an emergency preparedness instructor at SAIT in the School of Health and Public Safety.
In all of her work, Agnes’ focus is on vulnerable populations. Her goal is to utilize evidence-based decision-making to inform social programs, prepare vulnerable communities for disasters, and to drive policy change.
Our Mission: To enhance government agencies, businesses, and non-profit organizations’ capacity to support their populations by equipping them with the tools and strategies necessary to support the most vulnerable among us.

We are located in the heart of Southern Alberta and both acknowledge and pay tribute to the traditional territories of the peoples of Treaty 7, which include the Blackfoot Confederacy (comprised of the Siksika, the Piikani, and the Kainai First Nations), the Tsuut’ina First Nation, and the Stoney Nakoda (including Chiniki, Bearspaw, and Goodstoney First Nations).
